I will be doing a lot of traveling between my home in Chicago and London, and I need a cell phone that will work in both countries. So, I would like to know which US phone company offers the best deals on plans for calling the UK from Chicago, but will work in England also.

The 2 US providers that work in the UK are att and T-Mobile. Both companys use GSM tecnology which is the same technology used in the UK. Just make sure your handset is quadband for the best coverage.
My wife and I travel to the UK and call the UK often. Here is some advice I can give
When calling the UK from your mobile - Sign up with Pingo. Call the Pingo number from your cell, then enter the UK number. Rates are 1.8 cents a minute to UK landline and 15 cents a minute to a UK mobile. (much cheaper then any international plan offered by the cell companys)
Travelling in the UK, have your quadband GSM phone unlocked before you leave, when you arrive in the UK, purchase a T-Mobile UK sim card ($2.00) It will give you a UK phone number, ALL incoming calls to you are free, all calls in the UK are 15p a minute, calling America is 4p a minute (you just purchase 50 minute bundles of calls to America for £2.00) Thats 4p a minute.
